Google Play country mismatch
Google Play gift cards only redeem on a Google account that's set to the same country as the card. Changing a Google account country is limited to once per year.
Google Play gift cards are country-locked: a US Google Play card only works on a Google account with country = United States; a Turkey card needs a Turkey-account, etc. Google permits one country switch per account per year, so an end customer often cannot 'just switch' to redeem a foreign card. Resellers should confirm the buyer's Google Play country before fulfilling.
